If I type as root (for example) "urpmi glibc-devel-2.2.4-5mdk.i586.rpm"
I get the error message:

unable to access rpm file [./glibc-devel-2.2.4-5mdk.i586.rpm]
error registering local packages

If I type, always as root, "urpmi glibc-devel-2.2.4-5mdk" I get
"everything already installed" (but I have glibc-devel-2.2.4-4mdk).

If I type "urpmi glibc-devel" I get the same as above.

If this is not the right way to use urpmi I am sorry and I confess my
ignorance (the man page did not help me very much).
