Sure it's arbitrary.  The number should be reflective on your
confidence in the filesystem to not "bit-rot".  If you really don't
ever want to do a sanity check, set it to 0, but sanity checks every
now and then are good.

Nope.  Not usually.  Can a server afford bit-rot though?
