[Cooker] usb: hotplug vs. usb & usbd

First, the latest hotplug (8.1 and cooker both) is missing
/etc/rc.d/init.d/hotplug.

Assuming that is resolved, then is hotplug a replacement for usbd (I think
it is). What is the right method to handle usb in 8.1?
