Yep, you are absolutely right. 
Problem is this catalog issue is a huge problem handled differently by
many SGML/XML parsers/processors. There is a discussion going on at
[EMAIL PROTECTED] which tends to separate SGML from XML
catalogs, which would complicate things even more.
My advice: wait and pray.
