I have the same Problem.
I have 384MB Ram but my swapfile is much used.

total used free shared buffers cached
Mem: 384404 297492 86912 1456 16252 145732
-/+ buffers/cache: 135508 248896
Swap: 120452 86296 34156



That is normal here.
I use the older kernel-2.4.13-6mdk.
