OK, your right perl-RPM wasn't installed.  It's now working just fine. 
But isn't it implied in README.MakeCD that it's not needed:

"MakeCD is just a wrapper over mkcd, it allow to run mkcd on system
where the needed perl modules are only in the mirrored tree."
