What are you talking about? cups doesn't offer any (GUI) print control by itself. This also works in Windows. Further, there's a mini-lpd printer daemon built in to cups which allows printer clients to connect using lpr protocol. To enable it, do "chkconfig cups-lpd on". Also CUPS itself is able to connect to remote printers using lpr.
