I yanked /usr/share/applnk-mdk-simplified out and the kde startup sound works on every login.
Before it would play ever so often. I had this problem ever since 8.1. Hopefully whatever the problem is with /usr/share/applnk-mdk-simplified is fixed in the next beta.
