DHCP transaction is a low level thing, in our implementation for
example it needs to send the hardware MAC address of the card
which is an ethernet thing. It also reads the DHCP response at
the ethernet level.

It would be possible to support other networking protocols, but
since the need was very low it hasn't been written.
