Just for fun, I grabbed the 1.3.1 tarball, the 1.0.3 srpm from cooker, bzip'd the tarball, and just changed the version in the spec file. The rpm built clean, and seems to be working just fine. Not that I'm suggesting this be done for 8.2; I'm sure it's too late in the game.
