Now, as the header of the file says, you really should go into /etc/rpmrc or ~/.rpmrc... And, these are good defaults. However, it doesn't make much sense to me to have these global defaults, especially on an i586 distribution that is built around optimizations. If this to conform to a standard (I don't remember this in the LSB)?
