This is not an a normal issue. Lost+Found is create by mke2fs, but 
journalises filesystems do not this directory because it is only use to write 
fragments of files after crash.

On ext3, if you mount it as ext2 and there are error, e2fsck can recreate it 
itself. I think reiserfs check tools can also recreate it but it is checked 
differently automatically at mount (as ext3 in normal way).

There no problem if you delete it, no problem if you have it. Also, note 
there no other tools for recreate it, and note this directory can contain 
more files than normal directory.
