It does (or at least it's supposed to, I'm not touching the new msec
port until I understand it good and well... and after this freeze)
ctools group.
Of course, this still leaves perl at users disposal, but there's not
much of a safe way of disabling perl to normal users, since it's needed
by so many programs (not to mention cgi), this would be like preventing
users from executing bash || tcsh || ksh || sh.
