I ran into the same thing today.  What do you have in your
/etc/sysconfig/mouse?

I had to change mine to the following:

MOUSETYPE=imps2
XMOUSETYPE=IMPS/2
FULLNAME="PS/2|Generic PS2 Wheel Mouse"
XEMU3=no
WHEEL=yes
device=psaux

Also, you might check your /etc/X11/XF86Config-4 file (if you are in
fact using XFree 4) to see if you have IMPS/2 set as the protocol.
Here's what I have:

Section "InputDevice"

    Identifier  "Mouse1"
    Driver      "mouse"
    Option "Protocol"    "IMPS/2"
    Option "Device"      "/dev/mouse"
    Option "ZAxisMapping" "4 5"

# ChordMiddle is an option for some 3-button Logitech mice

EndSection

Between the two, you should be good to go.
