for KDE, the problem is known since far before the first beta of 8.2
Pablo had posted a patch for 8.1 in the i18n list, that I've corrected 
and sent again to the i18n list several months ago.

But it has not been integrated into 8.2...

The problem is the following :
the .po locale files are coded in unicode (utf8) but their header 
indicate a wrong iso code.
The patch consists only in editing all those files and replacing 
iso8859-9 by utf8, and also in /usr/share/locale/tr/charset



I join the small script that corrects that automatically.
(It works for 8.1 and 8.2)
