No, pppd (at least the one that ships with linux, I think the freebsd one is different) does not do this. You are looking for diald. I prefer to use the c-mserver (coming soon to contribs) and the various clients for windows and linux. That way, the annoying phone-home applets that come with some drivers don't keep your internet connection up, but any client can decide when to dial out. I also have RPMs for the 2 best clients, kmasqdialer and gmasqdialer (also coming to contribs soon hopefully).
