[Cooker] Rebuilt vigor

I believe that Guillaume is maintaining this package.

At any rate I rebuilt it as vigor-0.016-5mdk.i586.rpm allowing it to work with new 
tcltk-8.3.3-14mdk.

I can upload the src.rpm if it is desired.
