Yes, it seems to depend on how you start KDE3.  When KDE is started via
startkde3 from a console, you'll not get a .kde3 directory.  I *think*
you only get it when you use GDM.

Whoops.  Thanks!

It's still related to Cooker, I think, because IMO KDE3 should change
this setting automatically.
