because it is not required for libqt3-devel as well. It is required for
mysql-devel - and _this_ is required by libqt-devel.

It is not the problem of RPM system. If you can break Qt3 in individual
parts that can be installed independently - you are welcome (I just do
not know if it is possible).

But suppose you must compile Qt3 with --enable-mysql (imaginary) and
have #ifdef MYSQL_ENABLED in every header file. How are you supposed to
split it in this case?

I really do not know how it is implemented :-)
