During msec's hourly run

this time it gave me this output

msec: unable to run chage: chage: can't lock password file
msec: unable to run chage: chage: can't lock password file
msec: unable to run chage: chage: can't lock password file
msec: unable to run chage: chage: can't lock password file
msec: unable to run chage: chage: can't lock password file
msec: unable to run chage: chage: can't lock password file
msec: unable to run chage: chage: can't lock password file
msec: unable to run chage: chage: can't lock password file

I'm not sure what would make it so that it could not lock the password file.
This system is used as a e-mail / www / ftp / radius server soo the only
way that I think the password file could have been in use is if someone was
adding a user through webmin. Could that have caused this to happen ?
