Well, I have been having trouble with this kind of thing also. I wanted to add
options to build samba with a choice of virus scanner using --with sophos, --with
kaspersky etc, but it only helped during the %build, and not for the packages
(%files sections) themselves. I then tested some that were known to work before, and
they didn't work anymore! So now I am going to have to settle for toggling my
%defines :-(.
