I dunno.  I think it's a reasonable RFE if they don't.

One certainly could!  One might get arguments about setting up
symlinks and that sort of thing though.

Well, yes, when something does go wrong.  rpm -V fills the void for
the time being however.

In the case of an rpm that does the verification, yeah, probably.  I
said as much in my other detailed message.  Iff rpm did verify before
installing that already installed files match the current rpm and
there were errors, you should probably have to use --force to get it
to install.
