Found out why:

> <Directory />

It has DENY from all because of the Directory / entry.  Isn't this a
little bit too restrictive?

And if apache could be fixed for this, could it please also provide the
directory /var/www/cgi-bin?  It currently is created "by chance",
because it contains some files in this dir.  However, some packages (at
least courier-mta) require /var/www/cgi-bin.
