After G.Rousse pointed out %ghost mistakes, I've looked for good doc source, and now these sentences are taken from documentation taken from RPM sourcecode distribution (./doc/manual/spec). >From the full sentence, I don't agree with you: it's not stated that the file need not to exist at package build time, it's stated that it needs not to exist on the installed machine, nor at uninstall time. It's also stated that it needs not to exist at "install time", which is not very precise to me (yet it would have been meaningful in case of an upgrade).
