Some modules can't be unloaded once loaded.  I'm not sure that this is
the case with ide-cs (I sure hope it isn't).  The way to ensure that a
module isn't unloaded is to increment it's usage count an extra time.
That may be the issue here.  But again I haven't done any research on
this particular module to be sure.
