To make kde show the programs you are running, launch kcontrol, go to 
look&feel, feedback, and enable activate taskbar notification (this is an 
approximative translation, I'm not a native english speaker).
So it seems like you didn't need to erase your data !
for kpersonalizer, open $HOME/.kde/share/config, open or create 
kpersonalizerrc and add :
[General]
FirstLogin=false

This should do it ! :)
