[Cooker] problem with new gnome-panel

Since upgrading to the new gnome-panel (2.0.2-1mdk) my panel won't go
any smaller than 32 pixels, which is sucky since I prefer a 24 pixel
panel. If I set it to 24 or 16 pixels things inside it, like applets and
launchers, get squished thinner, but the panel itself is still 32 pixels
high. Program or packager bug? I dunno...
