Hi, I think it would be nice to have an app/control panel, with which every user could change Locale settings. There should be an option to change only for current user and if you are root you can also change locale for the whole system.
In this app there should be two settings, normal and advanced. In normal mode all locale variables are set to certain locale. In advanced mode you should have a choice to set each variable separately. -- Live long and prosper!
