I performed a clean install of Mandrake 9 beta 4. The initdefault was set to 3 in /etc/inittab.
I set initdefault to 5 so that XWindows/KDE would start automatically. This is the same behaviour I noticed in beta2 but not in beta3. In beta3, Xwindows/KDE was started automatically during the boot process. I am not sure what caused the runlevel to be set to 3 in inittab during installation. I do not know if answering No to the autologin/KDE question during the install caused the runlevel to be set as it was.
