In theory, sure.  I haven't tried it. Guess it partially depends on how
well win98 tolerates read-only.  On my win4lin install, part of the
install is in my home dir, so you might consider opening up /home r/w.
Even KDE etc. didn't care much for ro /home with terminal server.
