As recently as rc1, hd installs have left urpmi not complete for me.
Could it be related:

1.  Having consistent problem wrt urpmi lists for 9beta hd installs,
not so for CD install:

[root@localhost rolf]# urpmi hdparm
unable to take medium "disc 1 Mandrake Linux 9.0 beta4 Installation CD (x86)
(disk1)" into account as no list file [/var/lib/urpmi/list.disc 1 
Mandrake Linux
9.0 beta4 Installation CD (x86) (disk1)] exists
[..]
and so forth, for all the disks

/mnt/hd is created and mounted, w/packages installable.

Copying the media names from the error and adding the paths in
sources manager is a  workaround
