I've started to realize what is going wrong.
 
I chose the 'standard' security level when I installed RC1 and then I 
temporarily switched to 'high'. Of course I didn't like that very much, so I 
switched back :-)
However, it does not seem like all the changes have been reverted:
At least I know that home directories of new users are now created with these 
permissions:

drwx------    3 test6    test6        4096 Sep  7 21:37 /home/test6/

and KDE makes a lot of fuss if I try to log in as 'test6' at this stage -- 
complains about DCOP failing, etc.
However, if I run draksec once more and change from 'standard' to 'standard', 
the permissions are changed into:

drwxr-xr-x    3 test5    test5        4096 Sep  7 21:26 /home/test5/

and I can log into the 'test5' account without problems.

draksec-0.1-4mdk
drakxtools-newt-1.1.9-42mdk
userdrake-0.5-3mdk
