Using 9.0 RC1 I can confirm not being able to format a floppy in KDE that is
(super)mounted . As mentioned in the KDE help:

Important
Make sure that your floppy is not mounted. Kfloppy cannot format a mounted floppy.

When no floppy is mounted and the KDE floppy formatter is started
and _then_ a floppy is inserted all works well AFAICS if you choose 'format'.
However this error message is displayed when no floppy is inserted before
choosing format:

Cannot format: /dev/fd0u1440
/dev/fd0u1440: No such device or address

Maybe it should ask for a floppy to be inserted ;) And an error message like:
'cannot format a mounted floppy' if appropriate with suggestions on how to
solve the problem would make it even _more_ user friendly.
