I had similar problems with an ECS K7S6A (SiS) motherboard.

I found I could detect the problem early by attempting an FTP install.

If the FTP install fails on DNS lookup of the supplied host name (because 
networking does not come up), chances are it won't come up after a full 
install either.

I spent a few hours and eventually replaced the motherboard with a different 
chipset (in this case, a VIA KT 266 (DFI AD70) and the networking problems 
went away.
