I have exactly the same problem with the Shuttle SS51g :
onboard realtech 8139 (the chipset is SIS651)
The network chip is recognized, modules are loaded
(8139too & mii) but network cannot initialize with both
static and DHCP IP address(time out on "ifup eth0")

I already reported it for 9.0 RC2 and it is still here in
9.0 RC2.
==> the annoying part is that it work perfectly in 8.2

If it can help, i am attaching dmesg and lsmod output :
