I don't use USB, however, I would recommend that you do a few 
fundamental things depending on your sense of urgency and
need: 


1.  Fiddle with BIOS settings

    Continue to observe what Kernel dmesg says about USB
    and also pay attention to information in places like /proc/interrupts


2.  Up until mdk 8.2 I have invariably build my own kernel since 1.2.18

    www.kernel.org.  Start there.

    It feels like mandrake has some interesting patches applied and
    one or more of these may be contributing to your problems.

    And yes, you may loose other functionality, but the USB is 
    stock stuff, you are quite likely to get it working right that way.
    ( expect to loose things like IPTables, ipsec, alsa, unless you
      are careful )


3.  Continue to report your findings.
