I had the same problem after the switch to KDE3.  You need to go into
the KDE Control Center->Peripherals->Keyboard, check "Enable keyboard
layouts" and select the values that give you what you want.  I use:
Keyboard Model: Generic 104-key PC
Primary Layout: U.S. English
Primary Variant: basic

I don't remember if I had to logout of KDE and back in or not, but if it
is working you'll see a keyboard identifier (like "US") in your system
tray.
