Ok, let's not start a war here, but the cooker FAQ states:

"If you find a bug, make sure that you are up to date with Cooker
for the relevant packages"

scp works fine on my machines:

$ rpm -q openssh openssl
openssh-3.5p1-1mdk
openssl-0.9.6g-1mdk
