Check the permissions the fat32 partition is mounted with (but post it
to your selected support forum above, not here).

Check that other has at least x bit set on all parent directories (such
as ~vincent), and check your /etc/httpd/conf/commonhttpd.conf

Find out what the symptoms are first (permissions etc) before trying to
find a cure (ie messing with msec).
