[Cooker] HTB V3, kernel and iproute2 incompatiable

hi:
  kernel comes with  mandrake 9.0 & cooker include
  HTB V3 patch, but the userland utility "tc" include
  with iproute2 seems only patch with HTB V2. so tc
  comes with mandrake can not configure HTB now.
  maybe this can be fixed...
