I've heard that Microsoft said that about some security problems. Eventually someone made the theoretical possible. And this is a lot simpler for that to happen. The solution: Don't create theoretical problems. Make the Provides be amavis_supported_scanner. Then people who maintain the amavis package can point out to people who maintain the scanner packages that they should add it.
