I guess your right, I guess RPM didn't upgrade that file on my machine. And it doesn't specify tcp_ecn anyware. Still, the way the kernel is complied now the kernel would default to tcp_ecn=1 if someone doesn't have the tcp_ecn=0 in their sysctl.conf.
