Follow-up, Gnome2 seems to work for newly created users by following the suggestion outlined below. However existing user accounts fail to complete the start-up process. It definitely seems to be gnome-panel related. Here's the error messages being generated:

The error was BadLength (poly request too large or internal Xlib length error.' (Details: Serial 196 error_code 16 request_code 154 minor_code 20) aborting.......
