End users don't know the difference between a KDE bug and a Mandrake bug. The user interface should be tested. If there is "What is this?" option there should be help associated or it shouldn't be being displayed. At worst even if it isn't displayed a help page explaining that there isn't any help written on the subject and maybe something explaining how to help by contributing documentation (e.g. providing a link to: http://i18n.kde.org/doc/index-script.php ). Further, I don't see how QA can tell the difference between real bugs that are breaking "What is this?" and a simple lack of documentation now. I'm sure we all find these bug reports somewhat annoying, due to the number of them. But the solution is getting QA to combine similar bug reports like this into one bug report.
