Produces the error you note.
Corrected spec should read
%files doc
%defattr(-,root,root)
%doc COMPAT NEWS NOTES POSIX
This pkg was, at the time 11/15/2002, built with old rpm so missing %doc
file would have caused a missing file error but would not have caused
build to fail.
I can only assume that the other pkgs were similarly done.
