there's nothing requiring hdparm to be *always* installed.
what's more hdparm is not required for normal operation, even for hard drive
optimizations that're often already done by the bios or achieved by kernel
command line options (ideX=... or hdX=...)

Maybe I'm confused here but I have installed several betas/RC2 and hdparm has
never been installed.
Is there a reason that for a clean, expert install that hdparm wouldn't be
installed? If we're targeting business users/consumer desktops, wouldn't you
want to have the hard drive optimizations turned on by default?
