It appears the directories weren't created with proper permission and the
initialisation didn't happen properly. I'm running NIS+. It can very much be a
problem in my setup too. I'll let someone else decide if this is a valid
problem. Also this is my first bug posting. Please let me know any etiquette
that i need to follow to post bugs.
