This bug has been fixed as of 9.1 beta 3. It now says "Reboot".

The "Congratulations" page has a "Next" button but it should really be "Reboot"
since that's what will happen when the user clicks the button.
Or "Finish" or something to indicate that the process is complete. "Next" is
somewhat misleading.
