But it would be nice if urpmi recomputed dependencies after attempting
the downloads, since it should know which downloads failed, and could
remove any dependencies of those packages from the list to upgrade.

Which is why I run mine from cron like this:

[bgmilne:/home/users/bgmilne]# cat /etc/cron.daily/update
#!/bin/sh

rm -f /var/cache/urpmi/rpms/*.rpm
urpmi.update --wget  ftp1 ftp2 2> /var/log/updates
urpmi --wget --auto-select --auto >> /var/log/updates

ls /var/cache/urpmi/rpms/*.rpm >/dev/null
[ $? -eq 0 ] && rpm -Uvh /var/cache/urpmi/rpms/*.rpm >> /var/log/updates
2>&1

So, at least even if not all the packages are on the mirror, it will at
least try and upgrade all, just in case there were no inter-dependants
missing. Then I just check /var/log/updates to see what happened ...
