aspell-uk is for Ukrainian, according to the aspell website,
http://aspell.sourceforge.net. The spec file, and thus the description
seen by the RPM tools, says it's British English, but British English is
part of aspell-en.
The spec files for aspell-uk, aspell-cy, aspell-fr and aspell-nl also have
an obsolete dependency to pspell-devel, see also bug 1713. The spec file
for aspell-en is better in this respect, but ought to specify "noarch".
Note that libaspell15-devel is NOT required instead, just aspell >= 0.50.
Some other comments:
- "%define lc_ctype" in no longer needed.
- I don't believe it's necessary to set LC_ALL. (I didn't have to when
building some those RPMs mentioned in bug 1714.)
